What is the difference between being certified by the American Board of Surgery American Board of cons Plastic Surgery? If a surgeon is certified by the American Board of Surgery that mean they are not as qualified to perform surgery?

If they are certified by the American Board of Surgery, they specialize in general surgery and surgery is not necessarily plastic. This does not mean they are not qualified or experienced to perform plastic surgery, it depends on each doctor. HTH.
