I think you're looking for this movie too seriously and putting too much blame Jill for the script she had to work with, and as it did as well as anyone could expected to do. It is true that this film was the odd one in that it is an independent production, outside of the franchise and I think they paid Sean Connery a record amount at the time to resume his role since Official Bond was Roger Moore, but I can not remember many details perhaps if you check Wickipedia you get better information.
